Beijing: No price increase for annual electricity consumption within 2880 kWh
The Beijing Municipal Development and Reform Commission recently announced that the policy of implementing tiered electricity pricing has been determined. Starting from July 1st, residential electricity will be subject to tiered pricing.
After the implementation of tiered electricity pricing, the monthly electricity consumption of Beijing residents is divided into three levels, and the electricity price increases in each level. The first level of electricity is a monthly electricity consumption not exceeding 240 kilowatt hours (kWh), covering 83% of residential users, and the electricity price remains at the current level. Provide free electricity consumption of 15 kilowatt hours per household per month for urban and rural "low-income households" and rural "five guarantee households". The second level of electricity is between 241-400 kilowatt hours, and the electricity price standard is 0.05 yuan/kilowatt hour higher than the first level of electricity price. The third level of electricity refers to electricity exceeding 400 kWh, and the electricity price standard is increased by 0.3 yuan/kWh compared to the first level of electricity price. The relevant person in charge of the Beijing Municipal Development and Reform Commission stated that the tiered electricity pricing in this city is implemented on an annual basis. For ordinary users, this also means that if the annual electricity consumption is within 2880 kilowatt hours, the electricity bill will not change.
In Beijing, non residential users who have not implemented the "one household, one meter" policy and non residential users who have implemented residential electricity prices (such as schools, community committees, social welfare institutions, etc.) will temporarily not implement tiered electricity prices, but the electricity price level will be uniformly increased by 0.022 yuan/kWh.
Shanghai: Different price increases during peak and off peak periods
The implementation plan for the trial implementation of tiered electricity pricing for residential electricity in Shanghai was released on the 15th. The tiered electricity pricing for residents will be based on annual electricity consumption and will continue to implement time of use pricing. The plan will be officially implemented from July 1st.
The tiered electricity pricing for Shanghai residents is divided into three levels, implemented according to an annual plan. The first level of electricity consumption is 0-3120 kWh per year per household (inclusive), the second level is 3120-4800 kWh per year per household (inclusive), and the third level is the electricity consumption exceeding 4800 kWh per year per household. After the implementation of tiered electricity pricing, the method of monthly meter reading and settlement of electricity bills remains unchanged. When the accumulated electricity reaches the critical point of the tiered electricity annual grading base, tiered price increases will be implemented.
The tiered electricity price for Shanghai residents will increase gradually, while continuing to implement time of use electricity pricing: the first tier electricity price will not be adjusted and will remain basically stable within 3 years. The second level of electricity without time of use pricing is priced at 0.05 yuan per kilowatt hour; The time of use electricity price increases by 0.06 yuan per kilowatt hour during peak hours and 0.03 yuan per kilowatt hour during valley hours. The third level electricity price, without time of use electricity price markup standard, is 0.30 yuan per kilowatt hour; During peak hours, the time of use electricity price increases by 0.36 yuan per kilowatt hour, while during valley hours, it increases by 0.18 yuan per kilowatt hour. The tiered electricity pricing for Shanghai residents also takes into account the situation of multiple households. Urban and rural "low-income households" and rural "five guarantee households" can use 15 kWh of electricity for free every month.
Chongqing: Third tier starting point power increase
On the 15th, the Chongqing Price Bureau held a press conference to announce the final implementation plan for the tiered electricity pricing for residents, which was revised after a hearing, and announced its implementation throughout the city from July 1st this year.
The final implementation plan maintains the starting point electricity quantity and electricity price of the first two levels in the hearing plan unchanged, and increases the starting point degree of the third level from the original 320 degrees to 400 degrees. It is estimated that this will reduce the electricity bill burden on residential users by 26 million yuan. According to the final implementation plan, urban and rural residents in Chongqing who implement the "one household, one meter" policy will maintain the current electricity price standard of 0.52 yuan per kilowatt hour for the first month of electricity consumption within 200 kilowatt hours (inclusive); The second monthly electricity consumption is 201-400 kWh (inclusive), with a price of 0.57 yuan per kWh; The third level of monthly electricity consumption is above 401 kWh (inclusive), with a price of 0.82 yuan per kWh. For combined meter residential users who have not implemented the "one household, one meter" policy, the residential tiered electricity price will not be implemented temporarily, and the electricity price will be increased by 0.02 yuan per kilowatt hour. Non residential users who implement residential electricity prices shall follow the standard for residential electricity prices according to the combined table. The plan also stipulates that for urban and rural "low-income households", urban "three no" individuals, and rural "five guarantee households", each household shall be provided with 10 kWh of free electricity per month.
Zhejiang: An average price reduction of 0.7 cents per degree will be implemented
The Zhejiang Provincial Price Bureau announced on the 15th that the new residential tiered electricity pricing policy, after being improved and approved by the provincial government, will be implemented from July 1st. According to the calculation of the Zhejiang Provincial Price Bureau, based on the electricity consumption of residents in Zhejiang Province in 2011, the implementation of the new residential tiered electricity pricing policy has reduced the average electricity price per kilowatt hour in the province by about 0.7 cents, a decrease of about 0.12%.
The tiered electricity pricing scheme for residents in Zhejiang Province is as follows: for Zhejiang residents who install "one household, one meter", the tiered electricity pricing will be adjusted from the current monthly progressive increase in electricity consumption to a three-level progressive increase in annual electricity consumption. Among them, the first level of electricity consumption is the annual electricity consumption of 2760 kilowatt hours and below, and the electricity price will not be adjusted, still at 0.538 yuan per kilowatt hour; The second level of electricity consumption ranges from 2761 to 4800 kilowatt hours, and the electricity price is increased by 0.05 yuan on the basis of the first level, which is 0.588 yuan per kilowatt hour; The third level of electricity is for the portion exceeding 4800 kWh, and the electricity price will be increased by 0.3 yuan on the basis of the first level of electricity price, which is 0.838 yuan per kWh. Residential users who choose peak valley time of use electricity prices will implement tiered electricity prices based on the total electricity consumption during peak and off peak periods. The peak and off peak electricity prices for the first level will still be implemented at 0.568 yuan and 0.288 yuan per kilowatt hour, while the peak and off peak electricity prices for the second and third levels will be increased by 0.05 yuan and 0.3 yuan respectively on the basis of the first level electricity price. The electricity prices for residential users and non residential users who are subject to residential electricity pricing will not be adjusted.
Compared with the hearing plan, the tiered electricity consumption standards for the new plan have been increased from an average of 213 kWh and 394 kWh per month for the first and second tiers to 230 kWh and 400 kWh respectively. The annual electricity consumption has been adjusted from 2556 kWh and 4728 kWh to 2760 kWh and 4800 kWh respectively.
Jiangsu: The first level of electricity consumption has been increased to 230 kWh
On the 16th, it was learned from the Jiangsu Provincial Price Bureau that the adjustment plan for tiered electricity prices in Jiangsu has been announced to the public: residents' monthly electricity consumption is divided into three levels, with the first level being 230 kWh and below; The second range is 231 degrees to 400 degrees; The third level is the part above 400 degrees. The calculation cycle of tiered electricity prices has been changed from the previously planned monthly execution to annual execution.
It is reported that starting from July 1st, Jiangsu residents will implement tiered electricity pricing for their daily electricity consumption. After implementing the tiered electricity pricing on an annual basis, households with an annual electricity consumption not exceeding 2760 kWh will have their electricity bills unchanged; For electricity consumption exceeding 2760 kWh but not reaching between 4800 kWh, an additional 0.05 yuan per kWh will be charged on top of the first tier electricity price; The portion of annual electricity consumption exceeding 4800 kWh will be charged an additional 0.3 yuan per kWh based on the first tier electricity price.
The monthly tiered electricity consumption of the adjustment plan has been correspondingly increased compared to the three levels of electricity consumption within 204 kWh, 204 kWh to 348 kWh, and above 348 kWh in the previous hearing plan.
